Divorcing a foreign marriage from the US?

s it possible to divorce a Mexican marriage from the USA if the wife is residing in Mexico and the husband is in the US (In CA)? To make matters more complicated, it is a contested divorce, the wife doesn’t want to sign the papers. Is there a good website that gives step by step instructions or anyone know how to go about his process? Thanks in advance.
